BYLAWS OF THE ARTICLE 1 - NAME The name of this organization shall be the Sussex County Thermal Sniffers (SCTS). ARTICLE 2 - PURPOSE The purpose of the SCTS organization shall be the following: 1. To enjoy the art of soaring. 2. To promote the development of Radio Controlled Sailplanes and Electric assisted Radio Controlled Sailplanes. 3. To assist members by providing a place to fly and launching equipment. 4. To provide opportunities to participate in the League of Silent Flight Program (LSF). 5. To provide an environment where individuals, committed and loyal to the purpose of SCTS organization, assist and support fellow SCTS members in the art of soaring. ARTICLE 3 - MEMBERSHIP The total SCTS membership of 35 members has been amended at the 10/26/2003 meeting to state that the total members shall not exceed 45 members and this shall remain unchanged until the earliest date of March 2006 or if safety issue arises requiring the 45 member limit to be reduced. Section
I. - THERE SHALL BE TWO (2) TYPES OF MEMBERSHIPS WHICH A. Older - Older members are all members 18 years or older. Older membership carries all the privileges and responsibilities contained in Article 3. B. Younger-Younger members are all members 17 years old or younger. Younger membership carries all rights and privileges of older membership except that they do not have the right to open or close the SCTS club field nor may they remain there without the presence of an older member. Section II. - REQUIREMENTS TO BECOME A SCTS MEMBER: A.
Membership in the B. A new member shall attend at least one (1) meeting and three (3) club functions. C. The prospective member’s admittance to the SCTS shall be voted on at a meeting by the members and accepted if a simple majority is obtained. Section
III. - INITIATION FEE A. Initiation fee shall be $35.00 (amended from $20.00 Nov.30th 1997 via membership mail in ballot) and is payable in full to the treasurer upon acceptance into the SCTS club. Annual dues shall also be paid at this time. Second family member shall pay $10.00 initiation fee and $10.00 dues. B. The following years annual dues will be set by the membership as necessary to meet the needs of the club and must be payable in full to the treasurer no later than the April meeting. C. At any time the SCTS treasury requires additional funds, a motion shall be made at a SCTS business meeting and if accepted the SCTS membership shall then be assessed accordingly. Section
IV. - RESIGNATION A. A member who resigns in good standing may reapply for SCTS membership provided that membership space is available. Section V. - REMOVAL FROM THE SCTS AS A MEMBER: A. A member who has not paid their current dues by April 1, shall be removed as a member. B. A member who has been removed because of non-payment of dues shall be reinstated by payment of all outstanding dues provided that membership space is available. C. A member shall be eligible for removal for flagrant violation of the SCTS club flying field rules or the official AMA safety code. D. A member shall be eligible for removal for consistent conduct unbecoming of a SCTS member. (i.e., fights, abusive language or deliberate damage to other’s property). E. An affirmative two-thirds (2/3) vote of the general membership shall be required to remove a member from the SCTS. ARTICLE 4 - FIELD RULES Section
I. - SCTS MEMBERS A. Abide by the SCTS flying field rules which are attached. B. Act as a “Field Marshal” when using the designated SCTS Club Field. C. Bring only one (1) specific pilot non-SCTS member at a time, who is a member of AMA, to fly at the designated SCTS Club Field, no more than three (3) times within one (1) SCTS Club Year. ARTICLE 5- OFFICERS Section I.- THERE SHALL BE THE FOLLOWING ELECTED OFFICERS: A. President B. Vice President C. Treasurer D. Secretary Section II.- AN OFFICER WHO DOES NOT COMPLY WITH THE ASSIGNED RESPONSIBILITIES SHALL BE RELIEVED OF OFFICE BY A MAJORITY VOTE OF THE GENERAL SCTS MEMBERSHIP. AN ELECTION SHALL BE HELD AT THAT TIME FOR A REPLACEMENT. ARTICLE 6 - ELECTIONS Section I. A. Elections shall be held at the Oct. meeting of each year. B. Nominations - A member will become eligible for a nomination as an officer once he/she has been a member for two consecutive years. Nominations shall be made only by SCTS members in good standing. A nomination must be seconded and accepted. Those not present to accept or decline their nominations may not be nominated unless by prior arrangement. C. If more than one member is nominated for the same position, elections shall be by secret ballot. D. Each SCTS member shall have only one (1) vote. E. Absentee ballots are acceptable if received in writing prior to the election. Section II.- TERM OF OFFICE A. Officers shall be elected for a term of one (1) year, to be served from the time of the installation at the March meeting until the succeeding March meeting. ARTICLE 7 - DUTIES OF OFFICERS Section I.- THE PRESIDENT SHALL BE RESPONSIBLE FOR THE FOLLOWING: A. Preside over the SCTS meeting in accordance with the AMA rules. B. Be responsible to contact members when necessary. C. Act as a spokesperson to outside organizations. D. Perform the installation of the newly elected officers. Section II.- THE VICE PRESIDENT SHALL BE RESPONSIBLE FOR THE FOLLOWING: A. Perform the President’s responsibilities in his/her absence. B. Perform the duties assigned to him/her by the President. Section III. - THE TREASURER/SECRETARY SHALL BE RESPONSIBLE FOR THE FOLLOWING: A. Maintain accurate financial records. B. Maintain a journal of SCTS club expenditures and dues. C. Complete the required paperwork to maintain the SCTS as a chartered club with AMA. ARTICLE 8 - MEETING Section I. - There shall be monthly meetings of the SCTS, where the dates and time shall be determined at a first business meeting of that SCTS year (March meeting). Notice of the time and location shall be provided to each member at least two (2) days prior to that meeting. Every other meeting shall be considered a “social” meeting where no club business shall, can or should be conducted. Section II. - Special business meetings may be called by the President. Upon written notice of the SCTS membership, the President can call a meeting. Notice of special business meetings shall be given to members at least seven (7) days in advance. Section III.- Only members that attend meetings will have the right to vote. ARTICLE 9 - AMENDMENTS Section I.- The Bylaws may be amended or revised by an affirmative vote of two-thirds (2/3) of all the SCTS members. An accepted method of voting Bylaw changes is balloting by mail providing the ballot contains a provision allowing members to request a meeting for more discussion on the proposed change. ARTICLE 10 - DISSOLUTION Section I.- If the SCTS club should decide to disband, all capital assets (i.e., winches, hi-starts, etc.) shall be auctioned off. Funds raised from this, in combination with any other liquid assets of the SCTS club, shall be equally divided among all SCTS members in good standing, after all outstanding debts have been paid. |
